Actual CPC vs max CPC

Max CPC is the most you tell the platform you will pay for a click. Actual CPC is what the click really cost. The second is usually smaller, and the gap is not generosity: it is how the auction prices.

Why you usually pay less than your bid
The auction does not charge what you offered; it charges what winning required. If your ad rank comfortably beats the advertiser below you, the price of your click is set by their ad rank, not your bid. Your bid only matters as a ceiling and as an ad rank ingredient Google Ads Help, 2026 data.

The model here: Ad Rank = bid x quality. Bidder B ranks first on a £2.50 bid because a 10 quality doubles it to 25. Bidder A bid £4.00, the most money in the auction, and still ranks second.
Each winner pays just enough to beat the ad rank below them: the ad rank underneath divided by their own quality, plus a penny. Bidder B pays 20 / 10 + £0.01 = £2.01, not their £2.50 bid.

When actual CPC can exceed a stated figure
